We started a Web business for less than $2,000 back in the late 90s and now earns in 2 months what I used to earn in one year as an economist in Washington DC. Ours is an advertising based model — information site that earns through advertising – and this type of website is cheaper to start than selling something on the Web.
As an advertising website, we don’t have any inventory, setting up the website is cheaper (no shopping carts, no payment gateways, no secured SSL certificates), and no shipping and fulfilment.
You may want to try to start an information site (blog would be the cheapest) and then earn through various ways of advertising.
From the article "How to Generate Advertising Revenues for Your Web Site" http://www.powerhomebiz.com/vol28/adrevenues.htm , there are several ways you can earn money from advertising:
1. Join an advertising network. Advertising networks are organizations that aggregate Web sites that offer advertising space, and sell banner ads (and other advertising options) across them. Traffic requirement is often a minimum of 5,000 monthly impressions, although many do not accept sites hosted by free page services.

2. Participate in contextual advertising networks. Contextual advertising are text ads delivered based on the content of the web page using an automated system.

3. Sell advertising for your site directly. This is admittedly a more difficult route for a small business site wanting to earn advertising revenues. But hey, as they say: "no pain, no gain!"
i think Ebay is one of the popular example.
Figure out your skills and what you like to do. There are numerous successful internet marketing businesses. The internet is just another channel for doing business. Think of problems people or organisations have and connect them with the solutions. It’s that simple. Not necessarily easy but simple.
You can start with – what problems do you have you’d like to solve? It’s likely others have the same problem and want to solve it too. Discover a great solution (it doesn’t have to be yours) and help others get it – that’s where the marketing comes in.
The easiest way to make money is to find a hungry market and deliver it what it wants. The hardest way is to try to sell the latest, greatest, whizz-bang product that no one wants.
Don’t expect to make a million over night as it won’t happen. But the reality is there are some people online making a small fortune everyday. Start small, stick with it and learn from some smart marketers who know their stuff.
